Crimea, Donetsk, and Luhansk regions of Ukraine

On February 21, 2022, the White House formally signed an Executive Order (E.O.) in response to Russian recognition of the Donetsk People’s Republic (DNR) and the Luhansk People’s Republic (LNR) regions of Ukraine. The E.O. placed similar restrictions on both the DNR and LNR that were already in place following the Russian annexation of Crimea in 2014. Although not comprehensively sanctioned, the sanctions and restrictions placed on these regions of Ukraine results in similar treatment of transactions and activities that involve the DNR, LNR and Crimean regions of Ukraine.
