2/08/2025: A federal judge in Massachusetts granted a temporary restraining order (TRO) against the the National Institutes of Health’s (NIH) indirect rate cut after 22 states, including North Carolina, filed a lawsuit to block the order. Per the TRO, the NIH has until Friday, Feb. 14, to file an opposition to the motion, and a hearing to evaluate next steps has been set for Feb. 21.
2/07/2025: The NIH published a notice (NOT-OD-25-068) entitled “Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Costs,” stating that effective immediately, all NIH grants must have a maximum indirect cost rate of 15% in lieu of the normal rates defined in a university’s negotiated indirect cost rate agreement.
2/03/2025: The U.S. Department of Justice (DOJ) argued that a federal court order blocking the federal funding freeze doesn’t halt the administration’s efforts.
01/31/2025: A federal district judge in Rhode Island issued a temporary restraining order that blocks all agencies from “pausing, freezing, or terminating federal funding” for the coalition of 22 states and D.C. that brought the suit.
01/29/2025: OMB rescinds Memorandum-25-13, its order to broadly freeze grants, loans, and other financial assistance programs. Students will receive financial assistance without interruption. The President’s Executive Orders from the past week remain in effect.
01/28/2025: A federal judge suspended the temporary freeze issued in OMB Memorandum 25-13 until Monday, Feb 3.
01/28/2025: NSF Implementation of Recent Executive Orders
01/28/2025: OMB issued clarification that programs not implicated by the President’s Executive Orders are not subject to the temporary pause mandate issued on 1/27/2025.
01/27/2025: Internal memo on to NIH staff clarifying restrictions that President Donald Trump’s new administration implemented for HHS staff last week.
01/27/2025: OMB: Memorandum for Heads of Executive Departments and Agencies (Memorandum 25-13)
01/21/2025: The Department of Health and Human Services issued a memo outlining short-term action for the department and its agencies, which has caused cancellations of some study sections for the National Institutes of Health, potentially delaying some new awards.
