Dear Carolina Research Community,
In a new memo, the Federal Office of Management and Budget (OMB) has rescinded Memorandum 25-13, which instructed federal agencies to temporarily freeze federal grants and financial assistance. While this rescission means there is no longer an across-the-board freeze on all federal grants and financial assistance, the President’s Executive Orders from the past week remain in effect.
The Office of the Vice Chancellor for Research (OVCR) and the Office of Federal Affairs (OFA) are reviewing these Executive Orders and will advise research teams if changes are required to their specific programs.
In addition, any stop-work orders that have been received for specific sponsored projects remain in effect until or unless rescinded by the funding agency that issued them. Unless you receive specific guidance directing a change in status, we advise research teams to continue working on your projects as normal.
