Dear Carolina Research Community,

We are continuing to assess the dynamic and evolving situation with the implementation of the new presidential administration’s executive actions as they pertain to research funding.

As we shared yesterday, the Office of Management and Budget (OMB) released Memorandum 25-13 on Monday, Jan. 27, that directed federal agencies to “temporary pause agency grant, loan, and other financial assistance programs.”

Then, yesterday afternoon, a federal judge issued a stay against that directive that lasts until Monday afternoon. Another court hearing is scheduled that morning to consider the issue.

While we assess the impact of these communications, and until the Office of the Vice Chancellor for Research issues specific guidance directing a change in status, we advise research teams to continue working on your projects as normal.

We have assembled a webpage that will be continually updated reflecting the latest direction issued from the White House, the Office of Management and Budget, and federal funding agencies. It also includes valuable context and resources from our partners, including the Association of Public and Land-Grant Universities (APLU) and the Council on Government Relations (COGR).

If you receive information regarding a pause, change, or impact on your federally funded research from an agency, please reach out to the Office of the Vice Chancellor for Research at vcr@unc.edu so that we may provide clarity and assistance. You can also use that email address to ask questions, and we will answer to the best of our ability.
