Congressional appropriators advance FY24 spending bills, restrained by debt ceiling caps
Since June, congressional appropriators in both chambers have been working to advance the 12 appropriations bills through the full committee. See this Congressional Research Service tracker for the current status of each bill.
Prior to passing these bills out of committee, appropriators set subcommittee allocations for each of the 12 bills. In June, the Senate Appropriations Committee, led by Democrats, adopted all 12 subcommittee allocations on a party line vote. These Senate allocations are consistent with the caps enacted in the debt ceiling legislation, but House Republicans have announced a plan to cut FY24 spending below the funding caps set by the legislation. Congressional Democrats in both chambers have publicly disapproved of the new House Republican spending plan. Sen. Chris Van Hollen (D-MD), a Senate appropriator and Chairman of the Financial Services Subcommittee, has blamed Speaker McCarthy for violating the terms of the negotiated debt ceiling deal.

House and Senate Armed Services Committees advance NDAA legislation
In late June, the House and Senate Armed Services Committees advanced their respective versions of the FY24 National Defense Authorization Act (NDAA). The House is expected to vote on its legislation in the coming week. The House has released its bill text and executive summary and the Senate has released an executive summary.
