The Office of Sponsored Programs (OSP) is excited to announce that the Subagreement Pre-Drafting Action & Response Certification (SPARC) form, which will replace the current Subagreement Initiation Portal (SIP), is coming soon. SPARC is designed to streamline the subaward process by utilizing existing information in RAMSeS and ConnectCarolina.
SPARC is an online form initiated by OSP from RAM Tracker once a Project (Change) Notification is issued for a Subagreement PS Project ID. A SPARC will be created for initial subagreements and amendments to existing subagreements by the assigned Contracting Officer, eliminating several steps in the existing process. After the Department certifies the SPARC information via the online form, the Contracting Officer can begin drafting, negotiating, and executing the Subagreement which will improve the overall turnaround time.
In preparation for the release, the below overview sessions will provide an opportunity to view the new SPARC form and process and are an opportunity for questions to be answered. If you are involved in the current SIP process, it is important that you attend one of these sessions. Please register for ONE of the below sessions.
