This unit conducts all costing studies for the institution, including research expenditures and facility utilization for the preparation and negotiation of the Facilities and Administrative (F&A) cost rate proposal. They also review and approve all recharge center activities and oversees the Cost Accounting Disclosure Statement (DS-2) for the University. Other reporting and cost studies are completed on an ad-hoc basis. They are also the OSR point of contact for audits and conduct internal audits for research funding as well as pre-audit of expenditures for research activities.
This unit is responsible for the ecrt (Effort Certification Reporting Technology) oversight as well, which monitors payroll effort and reporting on research and other sponsored program activities.
This is unit is responsible for all billing and financial reporting for grants, contracts and cooperative agreements. They also oversee cash management, which allocates incoming payments, processes refunds and collections, and completes LOC draws. This unit is also responsible for closeout of the agreements.

The Operations unit manages internal office functions as well as provides essential services to the University. Functions include managing the OSR inboxes (ResAdminOSR, OSR Help, OSR Billing), procedural and form development, training and communications in research administration, and website management.
This unit serves as the official institutional signatory for grants, contracts and cooperative agreements, and negotiates and administers agreements on behalf of the University. This unit reviews and authorizes proposal submissions as well. Responsibilities include monitoring institutional compliance with terms and conditions of grants and contracts, as well as compliance with Federal and State regulations, budgeting of expenditures, seeking sponsor approval for revisions to awards and issuance of subcontracts.
As part of Research Administration, the Office of Industry Contracting (OIC) is responsible for reviewing and executing sponsored research agreements with private industry, including sponsored research agreements, clinical trial agreements and subcontracts, among others. OIC also negotiates and executes all (industry, federal or other party) Confidentiality Agreements (CDAs and NDAs) and Data Use Agreements for the entire UNC-CH campus. The OIC mission is focused on streamlining support for industry-funded sponsored projects, increasing the efficiency and effectiveness of our operations and helping make Carolina a better partner to industry.
The Contract Managers review and negotiate contracts for industry sponsored projects, including clinical trials and non-clinical research and related agreements, serving as liaisons between sponsors and University faculty.
