Congress works to make FY24 funding agreement before Jan. 19 deadline
Senate and House leaders say they have reached an agreement on FY24 funding levels. Overall, the agreement would increase defense spending by 3% and non-defense discretionary funding would stay roughly flat. The deal does not specify the amounts for each of the twelve FY24 spending bills.
The federal government is currently operating under FY23 funding levels through a continuing resolution (CR), and there could be a government shutdown if Congress fails to pass a funding package or another CR in the coming weeks.
Congress has until January 19 to pass the FY24 bills for the Agriculture-FDA, Energy and Water, Military Construction-VA, and Transportation-HUD agencies. The deadline for the remaining eight bills is on February 2, giving Congress two more weeks to reach an agreement for those agencies.
Congress passes National Defense Authorization Act
In December, Congress passed the final FY24 National Defense Authorization Act (NDAA). The bill passed the Senate 87-13 and the House 310-118. The FY24 NDAA authorizes $886.3 billion for national defense discretionary programs, an increase of $28 billion over the FY23 enacted level. The Association of Public and Land-Grant Universities created an analysis document summarizing research security-related provisions.
