Congress must pass continuing resolution to avert October 1 shutdown

Following their August recess period, House and Senate lawmakers have returned to Washington, D.C. to work on FY24 appropriations. There is not enough time for both chambers to pass all 12 spending bills before the start of the next fiscal year on October 1.

Congress will need to pass a continuing resolution (CR) — a short-term funding extension to temporarily avoid a shutdown and keep the government operating at FY23 levels. Congressional leaders in both chambers agree that a CR is needed but disagree on when the CR should expire and whether it should include other funding and policy measures.

Leaders need to reach an agreement that will garner enough support to pass both chambers. UNC Federal Affairs will continue to monitor the situation closely and provide updates as necessary.
