FY23 funding outlook remains uncertain

Lawmakers have not yet reached an agreement on funding levels for Fiscal Year 2023 (FY23), which began October 1. On December 16, the current Continuing Resolution (CR) funding the federal government at existing FY22 levels will expire. Negotiations behind the scenes at the top leadership level are reportedly leaning towards another short-term CR to extend funding for another week or two. It remains to be seen if this will happen or if it will be enough time for Congress to reach an agreement and pass a FY23 spending package.

National Defense Authorization Act compromise bill released, expected to pass soon

Congress must pass the National Defense Authorization Act (NDAA) before the end of the year. This legislation authorizes funding levels for the U.S. military and defense priorities, including defense-related research. House and Senate Armed Services Committee leaders have completed their negotiations and released their bipartisan, bicameral bill on December 6. The 4,408 page bill is expected to pass both chambers by the end of the next week. A summary is available here.
