White House Updates Guidance for Federal Agencies on Research Public Access

On August 25, the White House Office of Science and Technology Policy (OSTP) sent guidance to federal agencies directing them to ensure that federally funded research publications and supporting data are publicly accessible without an embargo on the release. The memo directs agencies to update their public access plans and submit them to OSTP. Then, they must complete and publish full policy development for plans by December 31, 2024, with an effective date no later than one year after the publication of the agency plan.

In response to the guidance, the Association of American Universities issued a statement calling the announcement “an important step forward in further advancing public access.” The association is reviewing the announcement to determine implications for research universities.
