FY04 Federal R&D Funding Climbs to Record High of $127 Billion: DOD, DHS, and NIH Get the Largest Increases

In late January, Congress approved a fiscal year 2004 (FY04) omnibus appropriations bill that completes the FY04 federal budget process and provides a record-setting $127 billion federal research and development (R&D) investment, a nearly $10 billion increase. But 93 percent of the increase goes to just three agencies: the Department of Defense (DOD), the Department of Homeland Security (DHS), and the National Institutes of Health (NIH). READ MORE

The President's Proposed Budget for Combating Terrorism R&D in FY05

The President’s proposed FY05 budget seeks to meet three national priorities: “winning the war on terror, protecting the homeland, and strengthening the economy.” It calls for overall spending of $2.4 trillion in FY05, an increase of 3.5 percent. Discretionary spending would rise by 3.9 percent, to $818.4 billion. The President’s budget would increase defense spending by $26.5 billion, or 7.1 percent, to $402 billion and would increase spending for non-defense homeland security by $3 billion, or 9.7 percent, to $30 billion. U.S. R&D Projected to Have Grown Marginally in 2003

NSF projections indicate that U.S. research and development (R&D) increased by 1 percent between 2002 and 2003 after controlling for inflation. This contrasts to a total R&D performance growth of 40.5 percent between 1994 and 2000, an average annual real growth rate of 5.8 percent over the period. READ MORE
