NIH/AHRQ Progress Reports
SNAP Reports: Streamlined Non-competing Awards
Process (PHS 2590)
NIH has developed a simplified process for the submission of information
prior to the issuance of a noncompeting award. Your NIH award notice will
identify whether the grant is subject to or excluded from SNAP. SNAP eligible
grants include all R series grant mechanisms (except Outstanding Investigator
Grants (R35s), Phase 1 Small Business Innovation Research Grants (R43) and
Phase 1 Small Business Technology Transfer Grants (R41)). For Phase I SBIR/STTR
awards that exceed one year, grantees should review the Notice of Grant Award
to determine if their project is subject to or excluded from the SNAP provisions.
Career award mechanisms (Ks) are also routinely covered under SNAP.
The report can be prepared and submitted electronicallly through the eRA Commons. (Need to register with the eRA Commons?)
Follow these guidelines for completing the report:
- For information on completing the report refer to SNAP instructions.
- Complete the SNAP report on-line using the eSNAP function. Here are
instructions on completing an eSNAP.

- When completing the Organizational Information in the Edit Business
section, select the following administrative officials:

- Once you have completed the report, electronically route it using the eRA Commons routing system to one
of the following individuals for approval and submission to NIH:

- If you complete the report using the paper format you may download the NIH
2590 forms and instructions from the NIH web site.

Non-competing Award Process Excluded
from SNAPs
Your award notice will identify whether the grant is subject to or excluded
from SNAP. Generally, grants excluded from SNAP are those that do not have
the authority to automatically carry over unobligated balances (centers, cooperative
agreements, Kirschstein-NRSA institutional training grants, non-Fast Track
Phase I SBIR and STTR awards), clinical trials (regardless of mechanism),
Program Project Grants (P01s) and Outstanding Investigator Grants (R35s).
For these grants, you are required to complete an entire 2590 application
(form 2590) (instructions 2590) Note, additional instructions for preparing continuation progress reports for Career Development Awards are found in Section IV and additional instructions for preparing progress reports for Institutional National Research Service Awards are found in Section V.
The Agency for Health Care Research and Quality (AHRQ) requires progress reports for multiyear projects using the (form 2590) (instructions AHRQ)

Final Reports
DHHS requires several final reports in the last year of funding. The PI must prepare a final progress report and final invention statement. The institution must prepare a final financial report and report any inventions. Follow these guidelines:
- In the event you are considering a one-time no cost extension of this grant, please complete the Institutional Prior Approval System (IPAS) form: (PDF) (MS Word) and submit to OSR who will make the request for an extension through the eRA Commons.
- NIH Grants: In the event you are closing an NIH grant, please prepare and submit the following information through the eRA Commons (Need to register with the eRA Commons?):
- The Final Progress Report: upload the final document in the eRA Commons
- The Final Invention Statement: (not required for training, construction, conference, or cancer education grants) for all other types of grants, a Final Invention Statement must be prepared. The Office of Sponsored Research (OSR) will send the PI the required forms to complete (see example). Return the completed forms to Doris Perry, Office of Technology Development (OTD), CB 4105, 308 Bynum Hall. OTD will review, sign and submit an invention report to DHHS. It is requested that the froms be returned to OTD no later than 10 working days subsequent to receipt of the forms from OSR.
- If there is not an invention to report, go to the eRA Commons and complete the section titled Final Invention Statement. Then, return the forms to OTD indicating there were no inventions to report.
- If there is an invention to report, go to the eRA Commons and indicate the title of the invention, name of invention and date reported to DHHS. Then return the completed forms to OTD.

- AHRQ Grants: In the event you are closing an AHRQ grant, please prepare and submit the following information:
- The final progress report: refer to AHRQ guidelines
- The Final Invention Statement: The Office of Sponsored Research will send the PI the required forms to complete (see example). Complete the forms and return them to: Doris Perry, Office of Technology Development (OTD), CB 4105, 308 Bynum Hall. OTD will review, sign and send to DHHS.
- Final Financial Report: The Office of Sponsored Research prepares and submits the final report to NIH and AHRQ on behalf of the PI. The report is based on information provided by the department on the Notice of Termination Reply (NOTR). The NOTR summarizes the grant's fund balance noting any outstanding obligations and pending financial adjustments.
- Note: If you are considering a competitive renewal of this grant, begin planning for that submission now. Funding announcements and electronic proposal packages are posted on Grant.gov
Required UNC-CH Internal Form
The electronic Internal Processing Form (eIPF) must also be completed with the progress report (except for final progress reports). When completing the eIPF follow these guidelines:
- Start New Proposal/General Information screen: be sure to indicate if the proposal is a SNAP.
- Research Subjects screen:
- IRB Approval for use of Human Subjects, if applicable: in order to be
current, approval date must not be older than one year from the date of
this submission. More information on IRB is available

- IACUC Approval for use of Animals, if applicable: in order to be current,
approval date must not be older than one year from the date of this submission.
