NIH/AHRQ Progress Reports


SNAP Reports: Streamlined Non-competing Awards Process (PHS 2590)

NIH has developed a simplified process for the submission of information prior to the issuance of a noncompeting award. Your NIH award notice will identify whether the grant is subject to or excluded from SNAP. SNAP eligible grants include all R series grant mechanisms (except Outstanding Investigator Grants (R35s), Phase 1 Small Business Innovation Research Grants (R43) and Phase 1 Small Business Technology Transfer Grants (R41)). For Phase I SBIR/STTR awards that exceed one year, grantees should review the Notice of Grant Award to determine if their project is subject to or excluded from the SNAP provisions. Career award mechanisms (Ks) are also routinely covered under SNAP.

The report can be prepared and submitted electronicallly through the eRA Commons.  (Need to register with the eRA Commons?)

Non-competing Award Process Excluded from SNAPs

Your award notice will identify whether the grant is subject to or excluded from SNAP. Generally, grants excluded from SNAP are those that do not have the authority to automatically carry over unobligated balances (centers, cooperative agreements, Kirschstein-NRSA institutional training grants, non-Fast Track Phase I SBIR and STTR awards), clinical trials (regardless of mechanism), Program Project Grants (P01s) and Outstanding Investigator Grants (R35s). For these grants, you are required to complete an entire 2590 application (form 2590) (instructions 2590) Note, additional instructions for preparing continuation progress reports for Career Development Awards are found in Section IV and additional instructions for preparing progress reports for Institutional National Research Service Awards are found in Section V.

The Agency for Health Care Research and Quality (AHRQ) requires progress reports for multiyear projects using the (form 2590) (instructions AHRQ)

Final Reports

DHHS requires several final reports in the last year of funding.  The PI must prepare a final progress report and final invention statement.  The institution must prepare a final financial report and report any inventions.  Follow these guidelines:

The electronic Internal Processing Form (eIPF) must also be completed with the progress report (except for final progress reports).  When completing the eIPF follow these guidelines:
