Each year the Office of Federal Affairs works to advance a short list of research proposals for targeted congressional funding. Generally, the effort to advance proposals begins with intensive and broad-based consultation with faculty and senior departmental administrators on campus, and with congressional staff knowledgeable about federal programs and priorities in Washington. Other advancement efforts entail: strategic planning to find balance among individual initiatives and to optimize the probability of congressional support; public, agency, and congressional briefings and related presentations of substantive programs; and ongoing advocacy to reveal the University's research strengths and commitment to public service. UNC-Chapel Hill's policy is that congressional support only will be sought for work that cannot be funded through competitive federal programs.
As part of our mission to bolster Carolina's visibility and to improve national debate on matters of concern to the university, the Office of Federal Affairs seeks opportunities for faculty and senior administrators to testify as experts before Congress and to serve on federal advisory boards. Our office also arranges visits to Washington for representatives of the university, either to provide solo briefings on topics of their expertise or to advocate as members of the broader higher-education community. The office also organizes informal meetings and gatherings with legislators, policymakers and congressional staff.
As part of the university's Office of Research and Economic Development, the Office of Federal Affairs helps track, prioritize, and respond to evolving federal concerns, policies, and regulations. The office develops recommendations on various policy proposals and conveys the University's positions, on behalf of the Chancellor of the institution to Washington officials.
Office staff work diligently to promote better and more extensive relationships with members and staff of the North Carolina congressional delegation. This includes attending and organizing events in Washington, DC with the legislators, as well as hosting Members of Congress and staff here in Chapel Hill.
Federal advisory committees play a significant role in shaping public policy by advising federal agencies, the Congress, and the President on a wide array of scientific and technical concerns. The OFA office manages the University's federal advisory committee nomination process, from tracking notices soliciting nominations in the Federal Register to preparing and submitting formal nominations of Carolina faculty and senior administrators.
